Earthlink used to be a huge source of spam and open relays, but they have closed them and have started dealing with spammers. They now have an Anti-spam Resource Center and have also won judgements against spammers.

Exec PC, the giant 300 node BBS, is also an Internet provider and has a very strong stance against spam. They do not allow relaying and have zero tolerance for spam.
